About the New Administrative Capital

Work on the New Administrative Capital began with an official announcement during the Egypt Economic Development Conference held in Sharm El Sheikh in March 2015, followed by the construction decree issued by the President of the Republic in 2016, as part of the state’s plan to expand eastward of Cairo and build a new capital that relieves pressure on the city center while housing government and ministerial headquarters in one location.

The Administrative Capital for Urban Development (ACUD) oversees the city, a company owned 51% by the National Service Products Organization and the Armed Forces Land Projects Authority, and 49% by the New Urban Communities Authority under the Ministry of Housing. The city administratively belongs to Cairo Governorate by Presidential Decree No. 314 of 2022, which amended Cairo’s boundaries to incorporate the entire Capital territory.

The city’s total area reaches 714 square kilometers according to ACUD, with an additional 50,000 feddans planned for future phases, bringing the total area to 220,000 feddans, placing the Capital among Egypt’s and the Middle East’s largest urban cities by area.

The city is divided into 3 main phases as follows:

  • Phase One extends over 40,000 feddans and includes the Government District, Diplomatic Quarter, CBD, the first residential districts, and the Investors Area.
  • Phase Two adds 47,000 feddans of residential and service expansions.
  • Phase Three covers 97,000 feddans including Knowledge City and additional entertainment zones.

The city was officially inaugurated as Egypt’s new seat of government on April 2, 2024 when President Abdel Fattah El-Sisi took the constitutional oath for a third presidential term before Parliament at its new headquarters.

In terms of population, according to the State Information Service, the Capital targets accommodating 6.5 million residents, potentially reaching 7 million upon completion of all phases, with a low population density of approximately 90 residents per feddan compared to the average 500–1,000 in Cairo, reflecting the smart planning philosophy that distinguishes fourth-generation cities.
